    • Visit CPCS classes
  • Good falculty & community (VISTA) turnout

    • Put any materials (photos, videos, links, handouts) on website (Shannon)
    • Danielle to send email to presenters saying thanks and asking for materials info

Broadcasting

2 Types:

  1. Commercial
  2. Public

2 Types of disbursement:

  2. TV
    1. Satellite

i. DBS Set Asides

ii. Link TV, Free Speech TV

    1. Cable Carriage

i. 2 Decisions:

1. Cable decides what broadcast channels to convert to cable, for commercial reasons (CNN, Turner)

2. MUST CARRY (Federal Law) – Cable has to carry local channels

ii. Some of the success of broadcast channels is based on where they get carried by cable.

Broadcast Questions:

  1. Public Broadcasting
    • 3% of daily viewers
    • How has it changed over time?
    • Effect of cable news on PBS
    • FAILURE?
    • How can we reform? How can PBS get better?

i. Must consider significant audience

1. Argument by broadcasters that they’d put politics on commercial TV if there was a significant audience demand to watch it

2. Political question: public interest based significance vs. commercial significance

3. Also, must consider the income that broadcasters now make off political campaigns (where as before, they had to cover everyone, not based on who can pay)

  1. US Broadcasting & the Fairness Doctrine
    • Idea that if TV presented one point of view, they must to present ALL or at least a few opposite views (diversity)
    • Doctrine is no longer law – vetoed by President in 1987
    • Nixon in 1972- Attack on PBS
    • Reagan era – TV is an appliance:

"It's time to move away from thinking of broadcasters as trustees and time to treat them the way that everyone else in this society does, that is, as a business. Television is just another appliance. It's a toaster with pictures." - Mark Fowler. Ronald Reagan’s FCC

    • Republicans wanted to remove restraints on broadcasters to make money and not be limited by guidelines on content such as:

i. Children’s educational programming

ii. Better nutrition and no alcohol

iii. # of commercial units per hour

iv. Indecency

    • Questions raised by lack of fairness law:

i. Are airwaves really owned by public?

1. Does the public have rights to voice/content?

ii. Is the public interest really being served?

1. Does broadcast still cover enough public affairs, unbiased news, and politics, giving us the tools to be good citizens?

2. Are there still standards of news and current affairs coverage?

a. EX: FOX News

i. Run by Roger Ailes, who was R. Reagan’s campaign manager

ii. Could FOX News of today be sued under old Fairness Doctrine? (http://www.fair.org/index.php?page=1067)

iii. PS – Ailes just won the The Media Institute's Freedom of Speech Award

  1. Transition to Digital
    • Digital Transition and Public Safety Act
    • Cost to poor
    • Smart Receivers

i. Could potentially have many broadcasts on one channel, but need a smart receiver to pick up the ones you want

ii. Could lead to smaller audiences with narrowed bits of info

iii. Who decides the filtering of channels?

iv. Creating or making an audience, and then creating content/knowledge to send to them
